Service Overview

Pre-Start Health and Safety Reviews (PSRs) are required under Ontario OHSA Regulation 528/00 for specific equipment, processes, and workplace conditions. These reviews are intended to identify hazards and verify that appropriate safety measures are in place before machinery is put into operation. A PSHR is not limited to new installations. Modifications to existing equipment, changes in process, or integration of new systems can introduce new risks that require engineering review. Ensuring compliance at this stage helps prevent incidents and avoids regulatory issues later.

When a PSHR is Required

A PSHR may be required when a change introduces new or increased risk in the workplace.

This can include:
• Installation of new machinery or equipment
• Modifications to existing systems, including control systems
• Changes to process flow, layout, or production methods
• Introduction of automated or robotic systems
• Situations where safeguarding or hazard exposure is affected

Understanding when a PSHR is triggered is critical, as missed requirements can result in enforcement action or operational delays.
